Advanced Urban Public Finance: Collective Action and Provisions of Local Public Goods, Spring 2009

In analyzing fiscal issues, conventional public finance approaches focus mainly on taxation and public spending. Policymakers and practitioners rarely explore solutions by examining the fundamental problem: the failure of interested parties to act collectively to internalize the positive externalities generated by public goods. Public finance is merely one of many possible institutional arrangements for assigning the rights and responsibilities to public goods consumption. This system is currently under stress because of the financial crisis. The first part of the class will focus on collective action and its connection with local public finance. The second part will explore alternative institutional arrangements for mediating collective action problems associated with the provision of local public goods. The objective of the seminar is to broaden the discussion of local public finance by incorporating collective action problems into the discourse. This inclusion aims at exploring alternative institutional arrangements for financing local public services in the face of severe economic downturn. Applications of emerging ideas to the provision of public health, education, and natural resource conservation will be discussed.

Antimatter Matters

Antimatter, the charge reversed equivalent of matter, has captured the imaginations of science fiction fans for years as a perfectly efficient form of energy. While normal matter consists of atoms with negatively charged electrons orbiting positively charged nuclei, antimatter consists of positively charged positrons orbiting negatively charged anti-nuclei. When antimatter and matter meet, both substances are annihilated, creating massive amounts of energy. Instances in which antimatter is portrayed in science fiction stories (such as Star Trek) are examined, including their purposes (fuel source, weapons, alternate universes) and properties. Students compare and contrast matter and antimatter, learn how antimatter can be used as a form of energy, and consider potential engineering applications for antimatter.

The numerical methods, formulation and parameterizations used in models of the circulation of the atmosphere and ocean will be described in detail. Widely used numerical methods will be the focus but we will also review emerging concepts and new methods. The numerics underlying a hierarchy of models will be discussed, ranging from simple GFD models to the high-end GCMs. In the context of ocean GCMs, we will describe parameterization of geostrophic eddies, mixing and the surface and bottom boundary layers. In the atmosphere, we will review parameterizations of convection and large scale condensation, the planetary boundary layer and radiative transfer.

Students are introduced to the concept of engineering biological organisms and studying their growth to be able to identify periods of fast and slow growth. They learn that bacteria are found everywhere, including on the surfaces of our hands. Student groups study three different conditions under which bacteria are found and compare the growth of the individual bacteria from each source. In addition to monitoring the quantity of bacteria from differ conditions, they record the growth of bacteria over time, which is an excellent tool to study binary fission and the reproduction of unicellular organisms.

The Balancing Act

Students visualize and interact with concepts already learned, specifically algebraic equations and solving for unknown variables. They construct a balancing seesaw system (LEGO® Balance Scale) made from LEGO MINDSTORMS® parts and digital components to mimic a balancing scale. They are given example algebraic equation problems to analyze, configure onto the balance scale, and evaluate by manipulating LEGO pieces and gram masses that represent terms of an equation such as unknown variables, coefficients and integers. Digital light sensors, built into the LEGO Balance Scale, detect any balance or imbalances displayed on the balancing scale. The LEGO Balance Scale interactively issues a digital indication of balance or imbalance within the system. If unbalanced, students continue using the LEGO Balance Scale until they are confident in their understanding of solving algebraic equations. The goal is for students to become confident in solving algebraic equations by fundamentally understanding the basics of algebra and real-world algebraic applications.

Students follow the steps of the engineering design process as they design and construct balloons for aerial surveillance. After their first attempts to create balloons, they are given the associated Estimating Buoyancy lesson to learn about volume, buoyancy and density to help them iterate more successful balloon designs.Applying their newfound knowledge, the young engineers build and test balloons that fly carrying small flip cameras that capture aerial images of their school. Students use the aerial footage to draw maps and estimate areas.

"The thicker the glass, the darker the brew, the less the light that passes through." Make colorful concentrated and dilute solutions and explore how much light they absorb and transmit using a virtual spectrophotometer! The simulation is also paired with a teachers' guide and related resources from PhET. The simulation is also available in multiple languages.

Best Foot Forward: The Shoe Industry in Massachusetts

It was approximately 40,000 years ago that mankind first donned a pair of shoes. During humanity’s long history of footwear, and an equally broad array of styles, the basic fundamentals of Western shoemaking remained mostly unchanged until the mid-nineteenth century. In the 1800s, the small state of Massachusetts revolutionized the shoemaking industry, cladding the feet of consumers nationwide in unprecedented numbers. One of America’s original colonies, Massachusetts found itself at the heart of the nation’s shoemaking industry by attracting and retaining skilled shoemakers and shoe machinery engineers. Only when the technology that Massachusetts' shoemakers invented became available beyond the state did the industry’s market expand throughout the country. Even with the spread of industrialization, Massachusetts remained the largest producer of shoes in the United States through World War I, responsible for nearly forty percent of America’s shoes and home to an equal percentage of its shoemakers.
