Government agencies frequently contract with nonprofit or for-profit organizations to provide services to improve the well-being of their clients―for example, by reducing recidivism, homelessness, or drug use. Governments have traditionally paid service providers on the basis of the number of clients they treat. The past decade has seen a number of Pay for Success (PFS) or results-based finance (RBF) programs, in which service providers are paid for their outcomes or results. For example, whereas a government agency contracting with a service provider to reduce recidivism among young men released from prison would traditionally have paid the service provider for the hours spent counseling a client, a PFS contract pays the organization for success in reducing the clients’ rate of recidivism from some baseline. This handbook is written for government officials considering the adoption of Pay For Success (PFS) programs and for students in public policy and business schools interested in studying outcomes-oriented government contracts for services. Part One introduces concepts necessary to develop and operate a service delivery program and then surveys some of the issues specific to PFS. Part Two presents two detailed case studies and a number of shorter descriptions of PFS programs. Part Three focuses on the components of PFS programs; it also discusses barriers to their development and ways of overcoming them.

Students investigate the property dependence between liquid and solid interfaces and determine observable differences in how liquids react to different solid surfaces. They compare copper pennies and plastic "coins" as the two test surfaces. Using an eye dropper to deliver various fluids onto the surfaces, students determine the volume and mass of a liquid that can sit on the surface. They use rulers, scales, equations of volume and area, and other methods of approximation and observation, to make their own graphical interpretations of trends. They apply what they learned to design two super-surfaces (from provided surface treatment materials) that arecapable of holding the most liquid by volume and by mass. How do we sense hunger? How do we sense pain? What causes growth in our bodies? How are we protected from pathogens? The answer to many of these questions involves small polymers of amino acids known as peptides. Peptides are broadly used as signal molecules for intercellular communication in prokaryotes, plants, fungi, and animals. Peptide signals in animals include vast numbers of peptide hormones, growth factors and neuropeptides. In this course, we will learn about molecular bases of peptide signaling. In addition, peptides potentially can be used as potent broad-spectrum antibiotics and hence might define novel therapeutic agents.

Students explore the concepts of center of mass and static equilibrium by seeing how non-symmetrical objects balance. Using a paper cut-out shape of a parrot sitting on a wire coat hanger, they learn that their parrot exists in stable equilibrium â it returns to its balancing point after being disturbed. The weight of its tail makes the parrot balance upright. Give the parrot a push, and she knocks off balance, but swings back and forth until coming to rest in balance again.
